| 03/28/2013 - Snow Survey Dramatically Shows Dry Conditions |
SACRAMENTO Snow surveyors today reported that water content in Californias snowpack is only 52 percent of normal, with the spring melt season already under way. With most of the wet season behind us, this is more gloomy news for our summer water supply, said DWR Director Mark Cowin. After a record dry January and February in much of the state, DWR on Friday decreased its water delivery estimate, or allocation, from 40 to 35 percent of requested amounts from the State Water Project (SWP). The 29 public agencies that purchase SWP water requested just over four million acre-feet of water for this calendar year. Collectively, the agencies supply more than 25 million Californians and nearly a million acres of irrigated agriculture. Pumping restrictions imposed this winter to protect Delta smelt and salmon are another reason for the low water delivery estimate.

SACRAMENTO -- The Department of Water Resources (DWR) will conduct the season's next-to-last snow survey this Thursday, March 28. It is expected that the manual measurements will confirm electronic readings showing that snowpack water content is well below normal for the date. Remote sensors today indicate that statewide, snowpack water content is 54 percent of average for the date. That is also 54 percent of the average April 1 reading when the snowpack normally is at its peak before the spring melt. The snowpack normally provides about a third of California's water as it melts into streams, reservoirs and aquifers in spring and early summer. November and December storms built a heavy snowpack early this season, but conditions since have been unusually dry.

| 02/28/2013 - Third 2013 Snow Survey Shows Continuing Dry Conditions |
SACRAMENTO -- Snow surveyors today confirmed that water content in the mountain snowpack is well below normal for the date. The snowpack hasnt actually lost much water content since the seasons first survey on January 2, when it was 134 percent of normal for that date, but it hasnt continued to build as winter has deepened because of the continuing warm weather that set in after the storms of late November and early December. In other words, the snowpack has not kept pace with the calendar. As a result, todays snowpack water content is only 66 percent of average for this time of year, and only 57 percent of the average April 1 reading, when the snowpack normally is at its peak before beginning to melt into the states streams, reservoirs and aquifers. The snowpack often called Californias frozen reservoir normally provides about a third of the water for Californias farms and communities.

It is expected that manual measurements of snowpack water content will corroborate the low electronic readings from remote sensors up and down the states mountain ranges. Electronic readings today indicate that statewide, water content in the snowpack is only 68 percent of normal for the date, and 58 percent of the average April 1 measurement when the snowpack is normally at its peak before the spring melt. Surveyors from DWR and cooperating agencies will fan out to numerous sites for the third of five manual snow surveys made each winter to forecast the amount of frozen water that will trickle into streams, reservoirs and aquifers when the snow melts this spring and early summer.

The snowpack normally provides about a third of the water for Californias homes, farms and industries as it slowly melts into streams, reservoirs and aquifers in the spring and early summer. Were still seeing decent snowpack conditions due to storms in late November and early December, said DWR Director Mark Cowin. Those early season storms also erased the deficit in our reservoir storage, but relatively dry weather this month is once again a reminder that the weather is unpredictable and we must always practice conservation.

The second snow survey each season is the first comprehensive look at the snowpack in which all snow courses active in the statewide network, approximately 250, are measured manually. In comparison, just 15 to 20 courses typically are manually measured in the initial surveys. The manual surveys conducted on or about the first of the month from January through May supplement and check the accuracy of real-time electronic sensors up and down the states mountain ranges. One focus of attention on January 29 will be the manual survey scheduled for 11 a.m. off Highway 50 near Echo Summit. This combined with the information gathered from all the manual surveys and the electronic sensors will give a comprehensive picture of statewide snowpack conditions.

| The Department of Water Resources (DWR) today estimated it will be able to deliver 65 percent of requested State Water Project (SWP) water this year. This is up from the 60 percent delivery estimate -- or allocation -- announced on April 16. Originally, DWR projected in November that it would be able to supply 60 percent of the slightly more than 4 million acre-feet of SWP water requested, but a dry December, January and February dropped that figure to 50 percent. A wet March and above-average reservoir storage boosted the allocation back up to 60 percent in April, and today's increase to 65 percent is due to April's wetter-than-usual weather. A 65 percent allocation is not unusually low. |

Statewide, real-time sensors show that snowpack water content is 78 percent of the April 1 seasonal average. This compares to an average reading of 55 percent for today's date. The above-average readings are due to heavy storms in October, November and December. January so far has recorded only about 13 percent of average precipitation for the month. "We are still optimistic for a good water supply, but realize that we can come up short any given year," said DWR Director Mark Cowin. "Our unpredictable weather and delivery restrictions make it clear that conservation must always be one of our top priorities."DWR estimates it will be able to deliver 60 percent of requested State Water Project (SWP) water this year.
