OBSERVED AND FORECAST RAINFALL IS EXPECTED TO PRODUCE SIGNIFICANT
RISES ON THE RUSSIAN, NAVARRO, AND NAPA RIVERS.   HEAVIEST RAIN 
IS EXPECTED TO OCCUR IN THE EARLY MORNING HOURS.
